Baker man arrested for exposing himself in view of children at swimming pool, grabbing girl’s hand

A Baker man was arrested for indecent behavior after he allegedly urinated in public view of children who were swimming at a neighborhood pool. He also received an additional charge of sexual battery for allegedly grabbing the hand of a 13-year-old girl, causing her to become scared and cry.

The Baton Rouge Police Department was called on Sunday, August 4 at roughly 6:30 p.m. According to the arrest report, the officer detained the suspect, Joseph Jarrells, 26, based on information provided by witnesses.

A parent told the officer that Jarrells approached a 13-year-old girl and began talking to her. He then grabbed her hand and refused to let it go. The teen allegedly yelled at Jarrells to stop and let her go.

“The 13-year-old stated that he wanted to shake her hand and so she shook his hand, but when she tried to pull away he squeezed her hand tighter and would not let go,” the arrest reported noted. “She stated that she became very scared and began to cry.”

Another parent claims that Jarrell approached her 6-year-old daughter, too, but no physical contact was made.

Jarrell was allegedly asked to leave the area, but he continued to walk around the trailer park. He then went to the area where the swimming pool is located. That’s when he allegedly urinated in the nearby area. The children who were between the ages of 5-8 years old claim that they could clearly see his penis while he urinated.

When questioned by the officer Jarrells denied all of the allegations.

Jarrells was arrested and charged with Sexual Battery and seven counts of Indecent Behavior with a Juvenile. He was booked into the East Baton Rouge Parish Prison.
