Authorities have arrested two people after a vehicle was found to have two fully-assembled pipebombs in the passenger seat.

On October 16, 2013 at 2:03 p.m., deputies who were assigned to a surveillance operation in the 700 block Ombrage Road outside of Carencro saw a vehicle leaving the home.

The vehicle was stopped for speeding on Briarfield Road approximately 1 mile away from the Ombrage home. The deputy received consent to search the vehicle for narcotics which was the nexus for the surveillance.

While searching the vehicle, the deputy found a capped PVC pipe with a wick protruding from one side, the deputy further noticed a second wicked object that was rectangular in shape which was wrapped in black electrical tape.

Deputies secured the area which required the evacuation of 8 homes on Briarfield and one home on Bajat Road, the Louisiana State Police Bomb Squad was called in as well as Lafayette Fire Haz Mat. The two devices were rendered safe by the State Police.

The investigation continued back to Ombrage Road where a search warrant was executed for any bomb making materials and illegal narcotics. The search of the home began before 10:00 p.m. Due to high concern for additional explosive devices and the potential for illegal narcotics manufacturing, deputies cautiously secured the four occupants of the home.

The search did yield evidence that the bombs were in fact manufactured at the residence on Ombrage Road. No narcotics were located during the search.

Jake Richard, 20, from Henderson, and Paul Parker, 38, from Carencro, were both are charged with Manufacturing and Possessing a Bomb. Richard was the driver of the vehicle stopped initially while Parker is the primary resident on Ombrage. Three other detainees were questioned and released by deputies.

No evidence has been established that the bombs were going to be used to harm humans.

The investigation is continuing.
